Health & education will continue to be priority sectors in state: Governor

ITANAGAR, Dec 30: Health and Education shall continue to be priority sectors and special focus will be laid on harnessing the energies of  the youth in motivating them towards self-employment in the coming years, said  Arunachal Pradesh Governor Gen. J. J. Singh while interacting with senior journalists of the Fourth Estate at Raj Bhawan on Dec 29.

Speaking on his priorities in the coming year, Gen. Singh talked of several exciting projects which are in the pipeline in the state including the setting up of National Institute of Technology, Medical College, Law College, Institute of Hotel Management and National Institute of Mountaineering.

Showering praises on media the Governor said, ‘your contributions have been kaabil-e-taarif. You are one of the valued members of Team Arunachal, he said.

Exhorting the media persons to continue their valued contributions towards the development of the state, especially financial empowerment of Arunachalis, Gen. Singh stressed on highlighting double cropping initiatives, importance of forming self-help groups for entrepreneurs, tourism initiatives and afforestation. Most importantly, accountability of every citizen, be it the minister, or a villager or the last man in the governance has to be ensured, he added.

The Governor further said that ours is one of the few States where there is an excellent relationship and rapport between the Raj Bhawan and the State Govt.

Agreeing with the comments of the editors of print media of the state, Gen. Singh said that for any development activity, time schedules have to be maintained. All development activities also need vigilance and monitoring.

If Arunachal Pradesh has political stability and the law and order is secured, peace and prosperity is guaranteed, he stated.

Highlighting the surrender of 51 ultras of various UG organizations in Tirap during the year, the Governor said the surrender policy is under the active and sympathetic consideration of the State Govt. and the adoption of this policy will further encourage the misguided youth to return to the mainstream. Reviewing the several promising developments in the state over the last one year, the Governor mentioned that never in the past had the President, the Vice-President, the Prime Minister, Deputy Chairman of the Planning Commission visited the State within the same year. The successful and peaceful conduct of both the Assembly Elections and the Parliamentary Elections is a proof of the strong belief of the people of Arunachal Pradesh in the strong democratic traditions of the country.

The completion of Siang Bridge, conquest of Mount Everest by our very own ace climber Tapi Mara and progress of the works on the Assembly Building, the Secretariat, Itanagar Greenfield Airport Project and the Harmuti-Itanagar rail link were other significant achievements of the year.

The State has witnessed a strong development thrust with the increase in pace of implementation of various projects of PM’s package, he added.

Gen Singh also talked about the Raj Bhawan initiative of setting up the Bamboo Processing Center at Poma village, a project which has now assumed multiple dimensions with several departments coming together to take up integrated development of the village. It will be a model on guiding village communities to develop self-sustaining income generating projects and a step further in realizing Mahatma Gandhi’s dream of self-sufficient village economies, he said.

While demonstrating them vegetables grown through organic means at Raj Bhawan garden, Gen. Singh urged upon the media to encourage organic farming in the State by highlighting its immense potential and varied benefits. A. Times/PRO to CM

 

CM, Governor greet people on Indigenous Faith Day

ITANAGAR, Dec 30: Arunachal Pradesh Governor Gen J J Singh extended heartiest greetings and best wishes to all the people of the state on the auspicious occasion of the Indigenous Faith Day.

In a message, the Governor said, “On the auspicious occasion of Indigenous Faith Day, I extend my heartiest greetings and best wishes to all the people of the Arunachal Pradesh. I hope the day will motivate us towards strengthening our efforts of carrying forward our indigenous faith system, which has been there since time immemorial”.

The day, which is being observed as Donyi-Poloism Day, Rangfraism Day and Intayaism Day, celebrates the unique and time-honoured culture of the indigenous populace of Arunachal Pradesh, the message said.

“I am a firm believer in Pandit Nehru’s philosophy of respecting the rights of indigenous people to maintain and strengthen their own institutions, culture and tradition, and to pursue their development in keeping with their own needs and aspirations towards pursuing desirable ends in a just and diverse society. It is rightly said that people who never look up to their ancestors respectfully, can never look forward to prosperity”, the governor said in his message.

On this occasion, I offer my prayers to Almighty to invoke His choicest blessings for each one of us, the message added.

Greeting the people of the state on the auspicious occasion, Chief Minister Dorjee Khandu in his message said, I believe this festival will strengthen the bond of love, peace and communal harmony in the state.

I am aware of the fact that the followers of Donyi-Poloism, Rangfraism, Intayaism etc. under the banner of IFCSAP are celebrating the Indigenous Faith Day on December 31st with the pledge that they will preserve, promote and rejuvenate their indigenous faiths and beliefs for posterity, CM said in his message.

In this fast changing world, where modernization is gripping the society, it is indeed necessary to up-hold the age-old faith, tradition and cultural practices in order to preserve our identity. “I am confident that the celebration of this day will definitely provide the much required platform for all the followers of various indigenous faiths in the state and thereby instilling  the sense of brotherhood and oneness among the distinct tribes and community of the state’, the CM added. The CM also wishes best for a Happy and Prosperous New Year 2010.

 

Farmers asked to inculcate professionalism

NAMSAI, Dec 30: A seminar on “Processing & Marketing of Agro Produces – need of the hour” was organized by Arunachal Pradesh Cooperative Agricultural Marketing Federation (APCAMF) at Namsai on  Dec 29.

Speaking as the Chief guest of the seminar, Chowna Mein, PHED  and Veterinary Minister suggested the federation to enter into activities which will boost up production so that new processing and marketing avenues are created with value addition to the products. He requested the farmers to inculcate professionalism while undertaking any agricultural enterprise. He also requested the NABARD to render all possible help in this regard.

The guest of honour Nang Sati Mein requested  the Veterinary Minister to rejuvenate the “Base Pig Breeding Farm” at Nampoon on PPP(Public Private Pertnership) model with that of APCAMF. She also urged upon AHV department to undertake “Backyard Poultry” project so that large nos of women SHGs and BPL families could be benefited. She suggested for formation of a Dairy Cooperative Union in the model of DIMUL of Nagaland.

R. K. Sharma, ADC Namsai speaking as Special Guest emphasized on coordinated efforts of all stake holders including NABARD, KVK, ATMA & line departments for the cause of the farmers and to make the delivery system more effective. This will automatically enhance the production, processing and marketing of agril commodities in the area. He proposed to form a core committee of stake holder to liaise with NABARD.

Komoli Mossang, chairperson (SWC) winding up the seminar asked all section of the society in general and in particular the Govt machineries to select more women as beneficiaries in Govt schemes..

A 20 point recommendation was forwarded to concern authorities. The seminar was attended by 350 participants comprising of eminent personalities, Head of departments, Panchayat leaders, GBs, Farmers and cooperative personnel of various LAMPS/CGS/ co-operatives of the state and   conducted under the chairmanship of  Komoli Mosang, Chairperson State Women Commission.

Prior to the seminar the “Agro Service Centre of APCAMF” at 2nd mile, Namsai was formally inaugurated by Nang Sati Mein  and dedicated the same to the farmer of the locality.

Earlier, A. K. Pasrija, DGM NABARD stressed upon enhancing know how of farmers to increase producing and productivities of agricultural commodities. Debashish Borah, SMS (Agronomy) Krishi Vigyan Kendra, Lohit District emphasized on eliminating middle man during marketing through formation of producer cooperative or commodity interest group. Dr K. Sarmah, Senior Vety. Officer, Lekang highlighted the potential of processing and marketing of dairy and poultry products in the region. He inform that huge amount of money is being siphoned off due to import of egg & milk products.

 

Gamlin’s achievement to encourage young generation

ITANAGAR, Dec 30: Galo Welfare Society congratulates Colonel Jarken Gamlin for being promoted as brigadier in the Indian Military services.

This is a great honour for not only his family or the Galo community but for the entire Arunachal because he is the first officer from the state to be promoted to the coveted and highly responsible post of Brigadier. He was last serving as Director Budget in the Army Headquarters where he was conferred with the Vishist Sewa Medal for outstanding services.  As commanding officer in counter-insurgency operations he has already been conferred with Sena Medal for gallantry. He is an inspiration for the young generation of the state to pursue career in Indian Army. Galo Welfare Society wishes him more success in future.

 

Si-Donyi Festival

ITANAGAR, Dec 30: Tagin communities residing in and around Aalo, West Siang district will be celebrating the Si-Donyi festival at Donyi Polo Dere ground Aalo on January 6. Si-Donyi being the main festival of Tagin Community is celebrated every year starting from the 5th January to 7th January since time immemorial.

MLA cum Parliamentary Secretary Civil Aviation Gadam Ete will grace the auspicious occasion as Chief Guest. Meanwhile, a committee has been formed with Tuter Nima and Er. Tajum Jeram as Chairman and secretary respectively.

 

Suspension bridge inaugurated

ITANAGAR, Dec 30: Local MLA Gadam Ete has inaugurated a wire rope suspension bride over Yomgo river  near Kabu village in presence of the West Siang District DC Amjad Tak and huge gatherings on Dec 28.

The bridge will help the Kabu villagers to improve their economic activities. It will also serve the purpose of the people residing in Rumgong area of the left bank.

In his inaugural address Ete called upon the village authority to take responsibility of  taking care of the bridge as public property as the Govt can not allocate fund repeatedly for same purpose.

Talking about electricity, he  announced that all the villages under his constituency would be electrified by the year 2010 but cautioned, it is the village authority to keep a vigil on unauthorized tapping whether it is electricity or water. My aim is to see all round development, he said and urged the people to be practical.

Step to provide street light laudable

Dear Editor,

I do appreciate and extend sincere thanks to city administration headed by Padmini Singla for giving assurance to provide street lights within the market area of Nirjuli. Hope, the electrical division concerned will do the needful in this regard as early as possible.

The market premises in Itanagar and Naharlagun are provided with high lamp post lightening system but here at Nirjuli which also comes under the Capital Complex, the old existing street lights never glow during night time, which becomes breeding ground for various anti-social elements to spread their dragnets.

If the said assurance is fulfilled then many cases of burglary, dacoity, threatening to the traders etc, will be automatically come under the control which will ultimately help the  district administration in maintaining law and order problems in days to come.

A severe blow to peaceful co-existence

Dear Editor,

The Namsai incident on December 19 was a severe blow to the peaceful co-existence of all the religious groups in the State of Arunachal Pradesh. The state has been known for protecting the rights of all the religious groups ever since it attained the status of statehood.

Probably, owing to fostering of traditional values, religious sanctity and diverse cultural affairs Arunachal is being called as Mini-India. The ugly incident signifies that communalism which has destroyed our country is taking its ugly shape in our peaceful state.

The reported attack on the Christian believers and subsequent annihilation of the Church also curtailed the religious rights enshrined in Article 25, 26, 27 and 28 of our Constitution. The attack was not only an attack on some religious groups but was a serious attack on the very constitution which professes secularism.  Therefore it is condemnable.

The incident also exposed inabilities of administration and police in tackling such serious incident. It is told that the Namsai Additional Deputy Commissioner along with Police Personnel were present during mishap but chose to remained a mute spectator. Their follies could result into a major crisis if early initiatives are not taken by  the administration and the government. The role of civil societies, students leaders and NGOs in solving such type of crisis is need of the hour for a better future.

Therefore, I earnestly appeal the State Governor, Chief Minister and Chief Secretary to convene a joint meeting and constitute a fact finding committee to unearth the truth and punish the culprits responsible for the incident.

Protest against big dams continues

ROING, Dec 30: Protest against big dams particularly 3000 MW Dibang Multi-Purpose Project in Lower Dibang Valley and the 4000MW Italin Project in Dibang Valley continues.

Pointing out demographic threat in the twin district by the mega dams, Omila Migi Co-Convener (East) AAPSU submitted a memorandum to the chairman North East Students Organization recently. The memorandum which enlisted the contentious Environment Impact Assessment (EIA) 2006 reports and the enormous downstream impact of the dams.  On behalf of Dibang and Lower Dibang Valley, Migi had a series of meeting with the All Assam Student Union’s (AASU) units of Dibrugarh and Tinsukia and All Dibrugrah District Student Union (ADDSU) recently over the looming threat of mega dams in the down stream people of Assam.

 

Motorists discover new artery routes to avoid traffic congestion in Capital

ITANAGAR, Dec 30: “I was stuck in traffic, so got late,” this is the latest phrase which is fast catching up as major excuse for residents of capital complex if ever they are caught late by waiting friends. So, this New Year, the residents of capital complex will surely wish for traffic congestion to ease on the roads of Itanagar and Naharlagun. During morning and evening rush hour, major parts of city roads are jam packed with vehicles giving nightmare to the motorists.

Especially in the important stretches of road like Model Village to General Hospital (Naharlagun) and Bank Tinali to Ganga Market (Itanagar), vehicles can be seen jostling for space and often motorists have to wait for long at the crossings.

While government had promised to convert NH-52A into a four-lane road but till that happens citizens have to bear pain of traffic congestion. Commuters feel helpless and are looking out for various artery roads to avoid congested stretch.

Saji Mathew, a consultant with MNC told, “Well, I have been here for just six months and have witnessed tremendous increases in number of vehicles. I had experienced of being stuck in traffic at cities like Mumbai, Delhi and I can tell you Itanagar-Naharlagun road is slowly becoming a traffic headache for commuters.”

But he complemented authorities for their recent efforts to bring in  traffic sense. “In the last few days I feel traffic police have been able to curve down the antics of bikers and also zebra crossings put in by them are welcome sign,” added Saji.

Constant traffic jams have compelled commuters to discover new routes to avoid overcrowded road. At Itanagar, some motorists have unearthed new direction to avert choked Bank Tinali-Ganga Market section of road. It is the road leading from Raj Bhawan which opens up at civil secretariat, whom motorists have started using during peak hours. This stretch of road mostly lies unused as majority of people are not aware of its existence and incessant traffic jams have made citizens of Itanagar to use it as an alternative.

The problem of traffic jam in capital complex is a new phenomenon which took serious turn starting from few years back. Various reasons are being attributed for sudden burst in road congestion.

According to traffic police source exponential growth in vehicle population have contributed to choked traffic in major stretches of road. Keeping in mind the increase traffic volume, citizens feel government should fast track four-lane project. “Now everything is in the hand of government. We hope four-lane project get starts soon,” told a conscience citizen.

 

Siga stress on collective efforts

DAPORIJO, Dec 30: MLA Tapen Siga today stressed on joint effort by the administration, police and public to improve the law and order situation in the Daporijo township during the new year  celebration and upcoming Si-Donyi festival celebrations.

Addressing a review meeting  Siga said  that there is a need to do away with the bad name associated with the township and this can be possible with the collective effort of the administration and local people.

It was observed in the meeting that if instances like extortion from the trading community, use of unlicensed firearms etc was curbed, the place will speed up development.

Stress was also laid on a need to form a platform where the public and the administrative machinery could interact and solve problems.  DC H. K. Shalla said that it was the leaders who are to act as bridges between the administrative machinery and the public. He said that to maintain peace and harmony, the public at all levels, from the panchayat to the grass root level had to support and cooperate with the administration.

Efforts are underway to  increase the strength of police force for the area, proposals for overhauling of street lighting facilities, mass light to brighten the dark nights in the township etc too were discussed. Among others, SP, EACs, OC, and AE(power) took part in the meeting. DIPRO

 

Nigmoi fruit processing unit re-opens

ITANAGAR,  Dec 30: Nigmoi Fruit processing unit situated few kilometers away from Aalo re-opened and starts functioning. Nabam Rebia, MLA cum Parliamentary Secretary industry, inaugurated the re-opening of the unit amidst huge gathering on Dec29. It was kept unused for long-long years.

Arunachal Pradesh Industrial Development Corporation Limited has taken the responsibility to run the unit which was kept unused for long years.

M. Pertin,  Commissioner industries was optimistic that the said unit will run successfully  and farmers will take advantage of the reopening of the unit.

Moge Doji, Chairperson ASM outlined the history of the Nigmoi processing unit.

DC Amjad Tak said it will be beneficial for the farmers of West Siang and its adjoining areas and the processing unit will go a long way in uplifting the economy of the area. DIPRO

 

Farmers' Club inaugurated

ITANAGAR, Dec 30:  NABARD in its endeavor to bring credit discipline, capacity building and adoption of latest technology in agriculture launched Techno Farmers Club at Chanu Village in Tirap district Dec on 28. The members of farmers club will undertake agriculture/allied activities with scientific methods so that their income level is increased. Krishi Vigyan Kendra, Deomali will provide technical support to the farmers.

Speaking on the occasion S.R.Jadhav, AGM NABARD, Itanagar explained concept of Farmers Clubs in detail for benefit of farmers. He explained to gathering that farmers need to use latest technology in agriculture provided by institutions like KVK, and  credit needs of farmers will be taken care of by State Bank of India. Department of Agriculture, Horticulture, Veterinary etc will help farmers with their respective schemes.

District Agriculture Officer, Horticulture Officer and Forest Range Officer also spoke on the occasion and assured of support from their department. Chief Coordinator of Techno Farmers Club, and Secretary, Disha, Khonsa a local NGO working for upliftment of rural community, Wangfyak Wangsu assured active participation of all members of Farmers Club for development of agriculture through credit and adoption of technology.

 

Free counseling on study abroad

ITANAGAR, Dec 30: The state unit of National Youth Project organized a day-long free counseling programme on study abroad in its conference hall here today.

NABARD (Itanagar) general manager Dr. Benugopal Mukhopadhyay attended the program as chief guest accompanied by Vaiphel, manager, NABARD. Dr. Mukhopadhyay presented a paper on study abroad to motivate the students. He elaborated the scope and opportunities in getting admission in foreign educational institutions.

Altogether 32 students benefitted from the programme.

 

SMC meeting held

ITANAGAR, Dec 30: The School Managing Committee meeting of government secondary school, Joram was held at school campus on December 22 last.

In the meeting discussion on non-availability of teacher’s quarter, III and IV Grade staff and school boundary fencing was discussed.

Meanwhile, the house re-constituted the VEC with Joram Minch as Chairman and Mihin Kaning as Member Secretary and Chairman of School Management and Development Committee under Rastrya Madyamik Siksha Abhiyan for a period of three years.

Later, Circle Officer cum Chairman SMC Toko Obi advised the newly constituted members to co-operate with the school authority and also to maintain team spirit for the development of the school. Further he exhorted the teaching staff to deal with the students as guardians in maintaining discipline among the students.

 

ALYWA alleges foul play

ITANAGAR, Dec 30: Lodging complaint against reported preparation of bill by EE, Sagalee PWD division against construction of culvert, retaining wall and earth works under De-Dollo to Leporiang CRF road by unauthorized contractors, All Leporiang Youth Welfare Association (ALYWA) has demanded the engineer concerned to first clear the pending bills of departmentally authorized contractors.

Condemning such illegal practice by the engineer concerned, ALYWA threatened to take legal recourse if its demand is not met.

 

Teacher’s in-service trainings

ITANAGAR, Dec 30: The in-service un-trained teachers training cum Workshop programme under SSA Zilla Mission, Lower Subansiri District would be held at BRC Ziro-I, BRC-Yachuli and BRC-Raga from January 5-15.

Resource persons from DIET Yachuli and District Resource Groups of SSAA Zilla Mission, Ziro will impart the training.

 

Understanding Indigenous faith & culture

Arunachal is known not only for rich bio-diversity but also for rich ‘unity in diversity’. People throng to see and experience the rich cultural values the people are cherishing in their day to day life. Culture is a collective word. It is an identity not only in clothes, art, art forms, food, dialect etc. but also in thought and behavior. It defines the Macro person called the community and its relationship with the Micro person called the individual.  

Many people say ‘preservation of culture means the preservation of traditional clothes, design, food, art etc. However, these are external manifestation of culture. What is more important is, the values that it puts forth. Again the values and value system is woven around the faith and belief. We call it as indigenous faith. And therefore we just cannot separate culture from our own God that we believe in.

The people those who cherish common values, common faith and common life is called a community.    There is no community without culture and there is no culture without community. It is so interrelated. The occasions of joy and sorrow are also shared commonly by the whole community. We have glaring examples of celebrating festivals of every tribe in their own way and we respect it.   

The genesis and performance of these practices are the ways of propitiating or expressing our gratitude to the God. It may be for bumper harvest or for peace and harmony of the whole universe. God is the very inspiration for all these practices. Disconnecting our festivals, dances, rituals etc. from the very God we believe in, makes these practices meaningless, superficial, and hollow. It can be compared with the body without soul.

Our indigenous culture which has our indigenous God as its nucleus or root, binds us as a community. It works as a cementing and driving force. The community or organized way of living has lot of advantages. Many of our activities we do it collectively, whether it is dancing, building traditional houses in villages, hunting, fishing, cultivating etc. This communities and families take care of orphans and the need for orphanages was never felt. And it will never arise in near future, if we keep our indigenous culture more vibrant and alive.

We indigenous people also have very effective ways of flora and fauna protection practiced in various communities. Various communities forbid fishing and hunting during breeding season in order to prevent extinction. There are also practices to conserve forest in the hill tops which is a watershed for various streams and rivers, even though shifting cultivation in practiced in the surrounding areas. These type of sacred grooves practically accounts for most of the surviving forest in the world today, a glaring example of man and nature relationship.

Likewise our traditional village councils provide cheap, timely and correct judgments compared to the modern courts where, the expenses are beyond poor man’s reach, pending cases take years to complete and common men rarely gets justice.

Our state has approximately 26 major communities and 110 sub communities. Commonalities show the interrelations, interconnections and interdependence since time immemorial, that taught us to live together in harmony. Our indigenous culture exemplifies unity in diversity and not uniformity. For culture celebrates variety. The essence of secularism is thus engrained in our culture. For us every way and form of worship is valid and to be revered because we believe that the same God is called differently by various communities. This clarity gives no room for tension related to form of God and its mode of worship. To be honest, the indigenous faith and culture alone can offer conflict free world.

Westernization is often taken as modermization. Our Arunachali culture is in transitional phase and often confusion is created on westernization as modernization. However, Arunachali communities are not averse to accept modernization inclusive of indigenous cultural values.

This is the dynamics of the community and its relationship with culture. There is no culture without community. There is no community without culture. We can destroy communities but cannot create them; this is what Francis Fukuyama says. We can create a bank by law; we cannot create a community by law. So we should not destroy it. The development has to be through culture and should be synchronized with culture.

I am sure, this is the biggest message that we get while celebrating 31December as the day of “Indigenous Faith and Culture.”

ITANAGAR, Dec 30: Arunachal Cricket Association (ACA), in a meeting yesterday, unanimously resolved to set up a cricket coaching academy, namely Arunachal Cricket Coaching Academy for both Men and Women. ACA secretary Kholi Tado and Goi Gara have been selected chairman and director.

Indigenous Faith Day

ITANAGAR: Indigenous Faith Day will be celebrated at Nyikum Nyia ground on Dec 31. Nabam Rebia, parliamentary secretary industries, has consented to grace the occasion as chief guest.

The celebration which aims at promoting and preserving the distinct cultural heritage of the people of Arunachal Pradesh is expected to  be participated by all the indigenous faith followers.

A vehicle rally from R K Mission Helipad ground to Nirjuli will be held in the morning to befit the occasion. This will be followed by public meeting, and cultural programmes.

ITANAGAR: Expressing serious concern over the deteriorating law and order situation and rising cases of theft, extortions reportedly at Sagalee township under Papum Pare district, the District Youth Congress has strongly appealed the district administration to look into the matter and initiate immediate necessary steps in order to restore law and order and normalcy in the township.

 

Rebia visits IGC

ITANAGAR: Parliamentary Secretary of Industries Nabam Rebia accompanied by Commissioner Industries M Pertin, Director Industries H Bhatt and Managing Director APIDCF T Koyu visited the Industries Growth Centre (IGC), Niglok-Ngorlung East Siang District recently.

They also visited Honey Mission Progra-mme at Sille and Citronella Oil Distillation Plant and Industrial Estate on the way to Pasighat.

Later, in a meeting held at Pasighat, the Director assured to address the problems of entrepreneurs and expressed hoped to make Arunachal an Industrial State.
